In libmodsecurity (ModSecurity v3) 3.0.10 through 3.0.16 built with PCRE2, Regex::searchGlobal (used by @rxGlobal) treats pcre2_match errors including PCRE2_ERROR_MATCHLIMIT as no-match, so TX:MSC_PCRE_LIMITS_EXCEEDED is never set and rules relying on it fail open. Fixed in 3.0.17.
