hono 4.12.4 before 4.13.11: serveStatic decodes the already-decoded request path a second time, so a path like /static/%%36%31dmin/ is routed as %61dmin but served as admin, bypassing middleware (such as authentication) bound to the static path. (GHSA-5r4p-p66f-jhc7)
